- This series is composed of records related to the work of former Council Committees (1977-2001):
- Finance and Programme Committee (FPC1 - FPC48), 1977-2000;
- Standards and Training Committee (STC1- STC16), 1978-1990;
- Academic Advisory Board (AAB1 – AAB11) and Academic Advisory Committee (AAC12 – AAC20), 1990-2000;
- Advisory Committee (AC1 – AC3), 2000-2001.
When establishing a Committee, the Council determines its composition, terms of reference and, to the extent possible, the duration of its mandate.
In the case of the Finance and Programme Committee (FPC), its specific duties were as follows:
- Provide oversight, in between sessions of Council, of the financial operations of ICCROM especially with respect to adherence to the budget and concurrence with the financial regulations and policies;
- Provide oversight, in between sessions of Council, of the adherence to and execution of the programme of activities as approved by the General Assembly;
- Provide guidance and directions to Director and Staff in the timely preparation of a proposal for a sound programme of activities for the next biennium, as well as an adequate and responsible budget for the same period; and
- Present a draft of the Programme and budget for the next biennium to the Council for its discussions and approval.
The Standards and Training Committee (STC) had an academic scope, which focused on encouraging an increase in the opportunities for training of young and mid-career conservators, as well as ensuring high standards in teaching methods and course content (including didactic materials) for the conservation profession.
The Academic Advisory Board (AAB) and Academic Advisory Committee (AAC) maintained the Standards and Training Committee scope, but focused on making investigations, reviewing and advising the Council on the following:
- Academic priorities for ICCROM programmes;
- Academic standards relating to any of ICCROM's activities;
- Academic resources, including sources of expertise, required by ICCROM;
- ICCROM's methods for monitoring worldwide needs in respect to its statutory functions;
- ICCROM co-operation with other bodies including individual institutions, national and international agencies and committees; and
- Appropriateness and effectiveness of the outcomes of ICCROM programmes with regard to the above-mentioned matters.
In 2000 the Council decided to merge the Finance and Programme Committee (FPC) and the Advisory Academic Committee (AAC) to create a standing Advisory Committee. The functions of this Committee were similar to the ones attributed to the two previous Committees:
- Explore and identify the new trends in the area of the conservation of cultural heritage worldwide, in order to recommend their being considered in ICCCROM’s programme of activities;
- Examine the proposals made by the Director-General concerning the programme of activities and the budget and to submit these to the Council along with its comments;
- Study, elaborate, examine, follow and evaluate ICCROM’s programmes of activities;
- Monitor the managing of finances and to make sure that the Financial Regulations are applied; and
- Give academic, scientific and professional advice to the Council.
